Pre-Commercial Procurement for a 100% Renewable Energy Supply

The integration of technologies to achieve a 100% share of renewable energy generated and consumed in existing public buildings requires innovative approaches in order to develop efficient and low-cost systems that are easily run by operators and occupants. Furthermore, existing public buildings should be in line with the requirements of the Energy Performance of Buildings Directive, including national definitions of Nearly Zero-Energy Buildings (NZEBs).

This specific challenge targets consortia of procurers with similar procurement needs of common European interest, to drive innovation from the demand side and reduce fragmentation.

Scope:

The objective is to bring radical improvements to the quality and energy performance of existing public buildings by encouraging the development and validation of breakthrough solutions through Pre-Commercial Procurement. Support will be given for developing novel components and configurations to generate in an existing public building energy from renewable sources so that 100% of the energy consumption of the building (electricity, heat and cooling) is fulfilled by means of renewable energy and the yearly energy demand is followed to the largest extent possible. In order to achieve such an ambitious integration of renewable energy, buildings should start from a high level of energy efficiency.

The Commission considers that proposals requesting a contribution from the EU of between EUR 8 to 15 million would allow this challenge to be addressed appropriately. Nonetheless, this does not preclude submission and selection of proposals requesting other amounts.

Expected Impact:

The expected impacts are, on the one side, an effective integration of renewable energy technologies, and on the other side a reduced fragmentation of demand for renewable energy solutions in public buildings. In particular, procurers will be enabled to implement PCPs in areas which - due to their nature - are better addressed jointly, or which they would not have been able to tackle independently.
