A Jean Monnet Centre of Excellence is a focal point of competence and knowledge on European Union subjects. It brings together high-level experts to create links between the various disciplines and resources in European studies and to form links with academic institutions in other countries.

The Centres play a key role in reaching out to students from faculties not normally dealing with European Union issues as well as to policy makers, civil servants, organised civil society and the general public at large.

Length: 3 years

Maximum grant award:

EUR 100,000

Application deadline: 22rd February 2018 at 12:00 midday Brussels time for projects starting on 1st September of the same year.

What does it support: 

The following activities:

• organising and coordinating resources related to European Union studies
• leading research activities in specific European Union subjects
• developing content on EU subjects to update and complement current curricula
• debate and exchange of experiences about the EU, where possible in partnership with local stakeholders and/or EU Representations Offices in Member States and EU Delegations in third countries
• publication of results of research activities

Who can benefit from it: 

The following can benefit:

• higher education institutions or other organisations active in the European Union subject area, especially academics specialised in European Union studies
• students
• policy-makers and professionals
• civil society and the general public at large.

What support is available: 

The maximum eligible grant is €100,000. This can represent a maximum of 80% of the total eligible cost of the Centre of Excellence.

Who can apply: 

A higher education institution (HEI) established in any country of the world.

A Centre of Excellence may involve the co-operation of several institutions/organisations established in the same city or region. It must be a clearly labelled institute or structure specialised in European Union studies and must be hosted by an HEI.

HEIs established in Programme Countries must hold a valid Erasmus Charter for Higher Education (ECHE). An ECHE is not required for participating HEIs in Partner Countries.

HEIs planning to establish a Centre of Excellence are expected to think about its strategic development and the best experts available for collaborative work on specific EU subjects. They should also support and promote the initiatives of the Centre. They are also obliged to replace the academic coordinator if the need arises.

Please note that individuals cannot apply directly for a grant.

How to apply: 

1.      Read the call for proposals.

2.      Read the guidelines for applicants carefully (these can be found under the tab 'guidelines' on the call for proposal page).

3.      Create an EU Login (formerly known as ECAS). All applicants must have an EU Login account. Once you have created an EU Login account you no longer need to do so again.

4.      Register in the Participant Portal and receive a Participant Identification Code (PIC). All organisations involved in the application must have a PIC. Once you have obtained a PIC there is no need to register again. The PIC will be requested in the application form.

5.      Fill in the official application form (also known as the eForm) (this can be found in under the tab 'eform' on the call for proposal page).

6.      Fill in and upload the legal entity form and financial identification form (required for the applicant organisation only) in the Participant Portal.

7.      Submit your application online before the specified deadline.

8.      Make sure you receive a confirmation email.

How are applications selected: 

All applicants will receive a written notification of the outcome of the selection procedure as well as feedback on the evaluation of their application.

If need be, successful applicants may be contacted to provide supporting documents or clarifications.

A grant agreement/decision detailing all conditions with regard to the awarded grant will then be signed.
