Call for proposals for buffer capacities for addressing temporary shortcomings in extraordinary disasters

The 2016 call for proposals for buffer capacities refers to action 2.9 of the Work Programme 2016, aimed at addressing temporary shortcomings of response capacities in extraordinary disasters.

Decision No 1313/2013/EU of the European Parliament and of the Council of 17 December 2013 establishes a European Emergency Response Capacity (EERC) in the form a voluntary pool of pre-committed response capacities of the Participating States and sets out the eligibility for financial assistance for developing the EERC. Specifically, it opens the possibility for financial assistance to make available capacities additional to Participating States' existing capacities (hereafter "buffer capacities"), which would contribute to addressing temporary shortcomings of response capacities in extraordinary disaster situations. These buffer capacities would be registered in the voluntary pool and would be available for Union Mechanism deployments under the same general terms as other capacities registered in the voluntary pool.

Up to a maximum of 40% of the eligible costs of ensuring rapid access to buffer capacities may be covered through the EU grant. In addition, 100% of total eligible costs of designing, preparing, negotiating, concluding and managing the contracts or arrangements, as well as the costs of developing standard operating procedures and exercises to ensure the effective use of buffer capacities may be covered under the EU grant.

The total budget earmarked for the co-financing of buffer capacities is EUR 2 700 000.

The buffer capacities should be available for the period of at least one year between January 2017 and December 2018.

The objective is:

To contribute to addressing temporary shortcomings in extraordinary disasters

The expected result is:

To establish stand-by availability of certain response capacities and rapid access to these capacities, in accordance with Article 21(2)(d) of the Decision No 1313/2013/EU.

Types of activities expected are:

A maximum of two response capacities of any of the following types(s):

• Flood Containment
• Remotely Piloted Aerial Systems (RPAS)
• Unmanned Ground Vehicles for CBRN disasters
• Emergency Medical Services
• Aerial forest fire fighting using planes

are proposed as priorities for buffer capacities.

As detailed in the Work Programme 2016 the expected activities related to response capacities may include:

1. preparatory work on the design, preparation, negotiation, conclusion and management of contracts or arrangements to ensure the stand-by availability of the necessary response capacities;
2. development of standard operational procedures and exercises to ensure the effective use of these capacities agreements or similar arrangements.
