Topic Description
Specific Challenge:

The ATM Master Plan (ATM-MP) is the roadmap driving the modernisation of the European ATM system and connecting the different SESAR research and development activities. The ATM Master Plan has three levels (Executive, Planning and Implementation) that require synchronised monitoring and alignment. The related challenges that have to be addressed by the project:

  • Ensuring seamless transition from R&D results (SESAR Releases) to deployment activities;

  • Addressing key issues related to the Architecture at MP level;

  • Achieving consistency between the three levels of the MP;

  • Maximising levels of complementarity between the MP (“planning view”), Common Projects (“business view”) and the Deployment Programme which will be maintained by the Deployment Manager (“project view”) for those MP elements that will be deployed via “Common Projects”;

  • Providing sufficient stakeholder commitment to the process and results.

Scope:

The main scope of the Master Plan Maintenance project is to support the delivery of up-to-date maintenance of the ATM MP and the alignment of its three levels. This includes ensuring that the ATM performance needs and expectations are correctly established at the highest level and can flow into the programme to drive R&I and deployment prioritisation (in close collaboration with the Content Integration project). To that end, the project shall organise the work supporting delivery for the following activities in support and under the leadership of the SJU and its governance bodies:

  • Master Plan: To support the management of the Master Plan campaign (one campaign is expected to be conducted before 2020) and publish the adopted ATM-MP Editions, starting from the SESAR Solutions outline the essential and other operational and technological changes that will enable SESAR to contribute to achieving the SES high-level goals and to manage the ATM-MP portal;

  • Deployment packaging and scenario development (incl. incentives): To identify which changes that need to be grouped / synchronised to optimise the benefit of their deployment and to consider incentives principles, regulations and standards needed to secure their deployment;

  • Performance Planning (Needs): performance needs for the medium to long term time horizons;

  • Implementation Planning and Monitoring (ATM MP Level 3): translates relevant Level 2 information of the ATM MP into an implementation view (Level 3). While the overall responsibility of the Master Plan is assigned to the SJU, there will be a need for a very strong coordination with the Deployment Manager from this perspective;

  • Support for definition of Common Projects;

  • Regulation: identification of the links with existing regulation and potential needs for new regulatory actions and regulatory roadmap maintenance;

  • Standardisation: assessment of standardisation needs and timelines and standardisation roadmap maintenance;

  • Business Cases: demonstrate a positive Business Cases (BC) while identifying specific negative BC situations.

Expected Impact:

This project will deliver The ATM-Master Plan (ATM-MP) that has been given the status of being “the roadmap driving the modernisation of the European ATM system and connecting SESAR research and development with deployment”. It shall be the key SES instrument for the seamless operation of the Content Development Framework (EATMN) and the timely, coordinated and synchronised SESAR deployment”.
