Capacity Building projects are transnational cooperation projects based on multilateral partnerships between organisations active in the field of youth in Programme and Partner Countries.

Youth Capacity Building projects aim to:

  • foster cooperation and exchanges in the field of youth between Programme Countries and Partner Countries from different regions of the world
  • improve the quality and recognition of youth work, non-formal learning and volunteering in Partner Countries and enhance their synergies and complementarities with other education systems, the labour market and society
  • foster the development, testing and launching of schemes and programmes of non-formal learning mobility at regional level (i.e. within and across regions of the world)
  • promote transnational non-formal learning mobility between Programme and Partner Countries, notably targeting young people with fewer opportunities, with a view to improving participants' level of competences and fostering their active participation in society

 

What does it support: 

The following activities can be implemented within a Capacity Building project:

Capacity Building activities

  • activities encouraging policy dialogue, cooperation, networking and exchanges of practices in the field of youth, such as conferences, workshops and meetings;
  • large-scale youth events (maximum duration of 2 days);
  • information and awareness campaigns;
  • development of information, communication and media tools;
  • development of youth work methods, tools and materials, as well as youth work curricula,  training modules and documentation instruments such as Youthpass;
  • creation of new forms of delivering youth work and providing training and support, notably  through open and flexible learning materials, virtual cooperation and open educational resources (OER).

Mobility activities

  • youth exchanges between Programme and eligible Partner countries;
  • European Voluntary Service from/to eligible Partner countries;
  • Mobility of youth workers between Programme and eligible Partner countries.

Western Balkans Youth Window projects must include at least one mobility activity.

Who can benefit from it: 

Capacity Building projects are transnational and involve minimum 3 participating organisations from 3 different countries, of which at least one is a Programme Country and one is an eligible Partner Country.

A participating organisation can be any public or private organisation, established in a Programme Country or in a Partner Country from an eligible Partner Country (see Erasmus+ Programme Guide – Part B –Capacity Building in the field of youth for the list of eligible Partner countries under this action).

Such organisations can be:

  • A non-profit organisation, association, NGO (including European Youth NGOs)
  • A national Youth Council
  • A public body at local, regional or national level
  • A school/institute/educational centre (at any level, from pre-school to upper secondary education, and including vocational education and adult education)
  • A public or private, a small, medium or large enterprise (including social enterprises)
  • A social partner or other representative of working life, including chambers of commerce, craft/professional associations and trade unions
  • A higher education institution
  • A research institute
  • A foundation
  • An inter-company training centre
  • A cultural organisation, library, museum
  • A body providing professional counselling and information services.

 

Timetable: 

Applicants have to submit their grant application by the following dates:

Deadline for submission

2 February 2016 at 12pm (CET - midday Brussels time)

1 July 2016 at 12pm (CET - midday Brussels time)

Eligibility period: Projects must start between

1 August 2016 and 31 December 2016

1 January 2017 and 31 May 2017

Projects can last from 9 months up to 2 years.

What support is available: 

Maximum grant awarded for a Capacity Building project: 150 000 EUR.

Who can apply: 

Any:

  • Non-profit organisation, association, NGO (including European Youth NGOs);
  • National Youth Council;
  • Public body at local, regional or national level;

established in a Programme Country can apply on behalf of all organisations involved in the project.

Other types of organisations can be involved only as partners.

Exception: for Western Balkans Youth Window projects, the applicant must be established in a Western Balkan country and partners must be established in Western Balkan countries or in Programme countries (at least one partner must be established in a Programme country).

How to apply: 

  1. Read the call for proposals.

  2. Read the guidelines for applicants carefully.
    Detailed instructions are available in the Guidelines and How to apply sections of the call for proposals.

  3. Register in the Participant Portal and receive a Participant Identification Code (PIC) if you do not already have one.
    All organisations participating in the proposal must have a PIC number. The PIC will be requested in the application form.

  4. Use the official application form.
    The link is provided in the How to apply section of the call for proposals.

  5. Submit your application online before the specified deadline.
    Make sure you have received a confirmation email.

How are applications selected: 

All project proposals are assessed by the Executive Agency receiving the application, exclusively on the basis of the criteria described in the Erasmus+ Programme Guide.

The assessment implies:

  • A formal check to verify that the eligibility and exclusion criteria are respected
  • A quality assessment to evaluate the extent to which the participating organisations meet the selection criteria and the project meets the award criteria. Such quality assessment is carried out with the support of independent external evaluators.

The quality of eligible applications will be assessed on the basis of the following award criteria:

  • Relevance of the project
  • Quality of the project design and implementation
  • Quality of the project team and the cooperation arrangements
  • Impact and dissemination.

What happens if your application is selected: 

If the project is selected for an EU grant under the action "Capacity Building in the field of youth", the award decision will be formalised through a grant decision taken by the Executive Agency.

Upon receipt/notification of the decision, the applicant becomes the beneficiary of an EU grant and can start the project.
