Call for proposals for capitalisation projects

The "ENI CBC Mediterranean Sea Basin Programme 2014-2020" is a multilateral cross-border cooperation programme co-financed by the European Union under the European Neighbourhood Instrument (ENI).

The Programme provides the framework for the implementation of cross-border cooperation activities in the context of the European Neighbourhood Policy, complementing efforts exerted within the framework of the Euro-Mediterranean Partnership, with the final aim of developing an area of peace, stability, prosperity and good neighbourliness involving EU Mediterranean Countries (EUMC) and Mediterranean Partner Countries (MPCs).

For preparation and implementation of capitalisation projects, Applicants are invited to consult the following documents:

• -  ENI Regulation (EC) No 232/2014 of the European Parliament and of the Council 11 March 2014 establishing a European Neighbourhood Instrument;

• -  ENI CBC Implementing Rules (Regulation (EC) No 897/2014) of 18 August 2014 laying down specific provisions for the implementation of cross-border cooperation programmes financed under Regulation (EU) No 232/2014 of the European Parliament and the Council establishing a European Neighbourhood Instrument;

• -  ENI CBC Mediterranean Sea Basin Joint Operational Programme approved by the European Commission on 17/12/2015 (Decision No. C(2015) 9133) and related annexes;

• -  Guidelines for Grant Applicants, meant for supporting Applicants in project design and development;

• -  Terms of Reference and annexes.

Selected Priorities and budget

Following the decision of the Joint Monitoring Committee, this call for capitalisation projects addresses the 11 thematic Priorities listed in the table below. A proposal shall refer to one Priority only. The total EU contribution available for this call is € 11.000.000,00 indicatively distributed amongst the 11 Priorities as follows:

Who may apply?

Applicants and partners must be established in the eligible territories of the countries participating in the Programme (as detailed below) and they shall meet the eligibility criteria indicated in the Guidelines for Applicants.

Please note that the participation of Algeria is under suspension clause. Entities located in the eligible territories of Algeria may apply for this call for proposals but can receive Programme funds only if Algeria signs the Financing Agreement with the European Commission within the deadline of the call.

The possible situations regarding project proposals including partners from Algeria, in the event the country has not signed the Financing Agreement (FA) before the deadline of the call, are the following:

•   In case the Applicant is from Algeria and the country has not signed the FA by the deadline of the call, the whole proposal will be rejected;

•   In case a partnership includes more than 2 organizations from Algeria and the country has not signed the FA by the deadline of the call, the whole proposal will be rejected;

•   In case a partnership includes 1 or 2 organizations from Algeria and the country has not signed the FA by the deadline of the call, concerned partners can be replaced with similar partners from other Mediterranean Partner Countries having signed the FA.

In the event of the replacement of one or two partners, the Managing Authority (MA) will ask - right after the deadline for the submission of proposals - the concerned Applicants to provide the new partner(s) details together with related statements and updated sections of the application form within a deadline of 20 calendar days (from the date of the request of the MA).

This means that the concerned project proposals will not go through the evaluation process until the requested documents have been provided. Failure in providing the requested documents within the set deadline will cause the rejection of the proposal.

Eligible partnerships

The cross-border dimension of the projects is the specific and strategic feature of the ENI CBC Mediterranean Sea Basin Programme, representing a key driver for the Programme effectiveness.

For capitalisation projects, the project partnership shall represent a minimum of five (5) different eligible countries including at least one (1) EU Mediterranean Country (EUMC) and one (1)

Mediterranean Partner Country (MPC). Further information on partnership’s composition is available in the Guidelines for Applicants.

Limitation to participation

In the framework of this call for capitalisation projects, the same organisation can participate only once as Applicant under each Thematic Objective. No limitation applies for the participation at partner level.

In case an organisation participates in more than one project as Applicant under the same Thematic Objective, all concerned projects submitted within that Thematic Objective will be considered ineligible under this call.

The same Applicant cannot be awarded more than two (2) grants as Lead Beneficiary under this call for proposals. In case more than two (2) proposals from the same Applicant are preselected according to the rules for this call, only the two (2) best ranked proposals will be included in the list of projects to be financed.

Programme contribution to the projects and co-financing rate

The Programme contribution to the projects may cover up to 90% of the total eligible costs of the project.

The remaining percentage, which cannot be less than 10% of the total eligible costs of the project, has to be provided by the project partners’ own resources, or by public and private sources other than European Community Budget or the European Development Fund, as co-financing rate.

Project financial size

The total EU contribution to capitalisation projects must be within a minimum of € 0.5 million and a maximum of € 1 million.

The total cost of the project and related budget cannot exceed € 1,111,111 million, including co- financing.

At least 50% of the total eligible costs of the project shall be dedicated to activities implemented in Mediterranean Partner Countries.

Duration of projects

The planned duration of a project must be between 12 and 24 months.3

Submission of project proposals

Applications must be submitted using the online Application Form available at www.enicbcmed.eu/eform.

All documents included in the Application Pack can be downloaded from the Programme website at www.enicbcmed.eu.

Proposals must be submitted only in one of the following languages: English or French.

The deadline for the submission of project proposals is Tuesday, 28th of July 2020 at 1 pm (CET).

Responsibility for the procedure

According to the ENI CBC Med Programme, responsibility for the administrative procedures of this call for proposals lays on Sardinia Region, in the person of the Director of the Operational and Authorising Unit of the Managing Authority.

Questions related to the call for proposals may be submitted either in English or French and no later than 15 calendar days before the deadline for the submission of the proposals through the dedicated “Frequently Asked Questions” section of the Programme website.

In case of differences between the Arabic, English and French versions of the documents of the call, the English version shall prevail.
